This funding is made possible through the Community Reinvestment Project, supported by the Greater Tacoma Community Foundation (GTCF) in partnership with the Washington State Department of Commerce SBRN, providing existing small businesses with additional capital to acquire and secure essential assets for operational growth.

1. Overview

The Cambodian American Community Council of Washington (CACCWA), in partnership with the Washington State Department of Commerce’s Small Business Resiliency Network (SBRN), and with incredible support from the Community Reinvestment Project, is excited to launch the Blended Capital Assistance Program. 

This initiative is designed to provide financial support to small businesses by helping them acquire essential assets to enhance their operations. Whether you need new or upgrade equipment, we’re here to help you make it happen.

The program follows a tiered contribution model, where CACCWA provides big partial funding based on business size and financial need, while the business contributes a small percentage of the asset cost. It’s a win-win partnership to boost future operation.

2. Timeline

3. Eligible Applicants

To qualify, businesses must:

  • Must be a legal business and located in Washington State
  • Part of the CACCWA network.
  • Employ 20 FTE or fewer.
  • Demonstrate financial need and ability to contribute their portion.
  • Business owner is low or moderate income

4. Fund Utility

Approved funds may be used for:

  • Equipment acquisition
  • Commercial property acquisition
  • Housing and retail development
  • Vehicle purchases
  • Debt reduction
  • Infrastructure improvements
  • Essential business upgrades

  • How to Apply: Online (via CACCWA website or email) or in-person.
  • Application Components:
    • Business and owner information
    • Asset request and justification
    • Financial need declaration

  • Submittal is required by May 11, 2025 at 5:00 PM PST, to facilitate the review and selection process.
  • Screening: Conducted by CACCWA using a standard checklist to verify eligibility.

7. Selection Criteria

  • Financial Need: Priority given to businesses with limited access to capital.
  • Asset Necessity: Must be essential for operations/growth.
  • Readiness: Ability to contribute matching funds.
  • Demonstrated potential impact (growth, job retention, service expansion)
  • Household Income
  • Prioritize for Khmer BIPOC businesses
  • Part of CACCWA network

8. Expectations

Selected businesses must:

    • Businesses must use funds only for approved assets.
    • Must comply with program guidelines.
    • Provide proof of purchase
    • Participate in follow-up data collection for reporting
    • Complete an impact survey

9. Reporting Requirements

Recipients must complete an Impact Survey, including:

  • Business & asset details (cost, funding received).
  • Impact assessment (revenue change, jobs retained/created).
  • Testimonial (optional) on how the program helped.

CACCWA will host an Information Session on May 8, 2025, to walk applicants through:

  • Program Overview
  • Application process
  • Eligibility and documentation
  • Q&A on asset selection, contributions, and expectations
